CTUIR MISSION STATEMENT


To exercise the Tribe?s sovereign authority and achieve the maximum protection of resources identified in the Treaty of 1855; to protect newly acquired lands wherein the Tribe has a vested interest; to protect the lands of all the citizens and residents of the Umatilla Indian Reservation. This position will assist in the protection human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation.


NATURAL RESOURCES DEPARTMENT MISSION STATEMENT


To protect, restore, and enhance the First Foods ? water, salmon, deer, cous, and huckleberry ? for the perpetual cultural, economic, and sovereign benefit of the CTUIR. We will accomplish this using traditional ecological and cultural knowledge and science to inform: 1) population and habitat management goals and action; and 2) natural resource policies and regulatory mechanisms.


WATER RESOURCES PROGRAM MISSION STATEMENT


To ensure that ground and surface waters are available to satisfy CTUIR treaty rights, the needs of CTUIR members, and the citizens of the Umatilla Indian Reservation. The Water Resources Program will accomplish this by implementing CTUIR Water Code procedures and regulation to promote sustainable water use and management.


GENERAL STATEMENT OF DUTIES


Assists program and project level staff in the collection of biological, chemical, and physical data, and the implementation of projects to ensure protection of water resources on the Reservation and throughout the ceded area of the Tribes. Projects will include surface and groundwater data collection, data entry, and general program operation and maintenance.


EXAMPLES OF JOB DUTIES & RESPONSIBILITIES


1. Assist in collecting biological, chemical and physical data from surface water and groundwater/wells throughout UIR and CTUIR/Tribal ceded area including the Umatilla River, Walla Wall River, Tucannon River, Grande Ronde River, Burnt River, Malheur River, Powder River, and North Fork of the John Day River watersheds.


2. Maintain and be responsible for tools, supplies, equipment, and vehicles associated with the Water Resources Program?s office and field work operations.


3. Assists in processing applications for Tribal water permits.


4. Performs water-related data collection and recordkeeping, and entry of data into Centralized Data Management System (CDMS).


5. Assist in installation of surface water gaging stations, alluvial and basalt groundwater monitoring wells/piezometers, and other WRP facilities.


6. Provides technical support to protect Tribal resources and Tribal Water Rights, and enforce the Tribal Water Code.


7. Establishes and maintains communications with Tribal, State, Federal, and local agencies, water users, the general public, and other Tribal programs and departments.


9. Other duties, similar or related to those described above, as may be assigned by the WRP Manager.
