Raytheon Intelligence & Space is seeking an experienced Subcontracts Specialist to join its Secure Sensor Solutions (S3) Supply Chain Management team. The position will support all S3 product lines and reports directly to the Manager of Strategic Agreements within the S3 Supply Chain Management Acquisition team.

Within this role, you will develop agreement sourcing strategies, execute, and manage a variety of agreement types such as collaborative, pricing, teaming, intellectual property, software, and strategic alliance agreements. You will ensure agreements are fully compliant to Raytheon policies and to the Federal Acquisition Regulations. You will participate in the strategic sourcing process from RFP issuance, evaluation of proposals, pricing and terms negotiations and agreement awards.

Activities and responsibilities include, but are not limited to:

Support sourcing, subcontracts, and supplier management functions in support of U.S. Government (DoD) contracts. Administer and care for high dollar FFP Long Term Agreements from $500k to in excess of $25M in value.

Selecting qualified suppliers and seeking alternate suppliers (when applicable)

Leading Supplier interaction and collaboration with the S3 Strategic Agreements Team to manage a variety of procurements.

Developing and managing RFI's and RFPs

Leading supplier negotiations (price, schedules, and terms & conditions)

Preparing Purchasing and Agreement documentation in accordance with company directives and Raytheon work instructions.

Preparing and executing various types of agreements, such as: PIAs, Long Term Agreements, Terms and Conditions, etc.

Perform Price and Cost Analysis.

Communicate clearly, be proactive in a very fast paced environment, flexible, innovative, work with speed and agility yet be thorough, and facilitate tasks to completion.

Develop supply chain strategies and alternatives. Develop solutions to problems of unusual complexity that require a high degree of ingenuity, creativity, and creativity.

Required Skills:

• Minimum of 8 years' experience, preferably in DoD procurement/major subcontract management
• Working knowledge of Government regulations (i.e. – FAR/DAR) and Public Laws
• Ability to lead formal negotiations (price, schedule, and supplier exceptions to contractual flow down requirements, as well as standard Terms and Conditions)
• Experience with Cost and Price Analysis (CAPA), price analysis methods, source selection/justification
• Excellent presentation, oral and written skills to include briefings to Executives
• Ability to learn and effectively apply new resources, processes, and procedures

Desired Skills:

• Thorough knowledge of subcontract formulation, Supply Chain practices, and pre/post award subcontract administration
• Negotiation skills with the ability to define strategies and assist in negotiations
• Experience implementing Six Sigma principles, Six Sigma Certification or equivalent
• Proficient with Microsoft Office programs (Excel, Projects, Word, PowerPoint)
• PRISM or SAP Experience
• Strong negotiation, leadership and interpersonal team building skills

Required Education:

• Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years’ experience
