Job description
  • As primary architect of and advocate for advancement of CCA's clinical systems, clinical data, and for all clinical technology/devices/systems initiatives across CCA, directly engage key CCA health/healthcare stakeholders and business partners to inform design, governance, and operation of CCA's major clinical systems. Become an expert in the current technology and Clinical's maturing technical needs. Lead planning, governance, development and leveraging of system capabilities and recommendations for new technologies.
  • Provide visible leadership that improves clinician adoption, acceptance, and use of information technology while enhancing clinician satisfaction with clinical information systems, including managing expectations and engagement of end users
  • Champion development of Health Information Management capabilities and ensure HIM is integrated into ongoing process improvements to ensure complete and accurate medical records
  • Contribute strategic clinical leadership to a broad range of internal departments, including Clinical, IT, Membership, Network, Security, Compliance, Quality and Analytics, via collaborative, cross-functional relationships to ensure clinical systems support care delivery, utilization management, care management that is safe, efficient, effective, timely, person-centered, and equitable
  • Develop strong teams and leaders able to ensure
  • Clinical Informatics expertise delivered to process or workflow optimization and implementation within care management and care delivery systems
  • Maturation of HIM capabilities into a key trusted partner ensuring privacy and record completion
  • Partner with IT and Procurement to manage vendor relationship, ensuring contractual compliance and performance while co-developing continuous improvements and advancements to support our model of care and industry standards
  • Partnering with IT, lead improvements and oversight of interoperability across platforms and data sharing to drive consistency and efficiency.
  • Lead familiarity with ADT feeds and HIE exchange requirements and identify continuing opportunities to use the information well
  • Directly engage in day-to-day execution activities as needed to ensure success
  • Independently lead and mentor a staff of up to 3-4 direct reports and related indirect reports. Independently oversee external vendor contracts relating to Clinical platform technology and systems with significant impact across all lines of business at CCA

Working Conditions: Standard office conditions.
Education Required:

  • Bachelor of Science in Healthcare, Health Information, Clinical Informatics, or similar field

Education Desired:

  • Master's preferred

Experience Required:

  • Minimum 8 years work experience
  • 6 years' experience with progressively more responsibility as a health IT leader in a complex, multi-specialty healthcare or health plan environment that includes
  • Clinical or enterprise data warehousing and business intelligence
  • Experience in project management and system development (SLDC)

Knowledge, Skills & Abilities Required:

  • Deployment/design/re-design of EHR with configuration, care management system, HIE, CPOE, electronic prescribing, vendor and pharmacy integration, deployment of other clinical systems
  • Change management of major clinical systems deployment or change
  • Implementation of clinical technology for telehealth, remote monitoring, and secure messaging
  • Collaborative management with clinicians, clients, and diverse stakeholders, with complex negotiation and conflict resolution
  • Coaching team members and leaders through professional growth and career advancement
  • Self-directed and ability to rapidly self-orient to complex organizational environments with minimal guidance
  • Excellent interpersonal skills, mature capability to be a leader of other leaders, very strong ability to lead by influence, persuasion, and shared cause
  • Ability to rapidly build an understanding of and lead solutioning to complex technical and organizational needs
  • Demonstrated ability to lead selection, design, configuration, implementation, and optimization of major care delivery or care management systems
  • Deep knowledge the following areas:
  • Role of health information management in preserving and owning and releasing complete medical records
  • Care and case management and system support to drive NCQA appropriate workflows and records
  • Traditional healthcare technologies e.g., EHRs, HIE, CPOE, electronic prescribing, vendor and pharmacy integration, care management platform, HL7, XML, CDA and EDI formats, FHIR, telehealth, remote monitoring, direct/secure messaging
  • Healthcare terminologies and ontologies e.g., CPT, ICD, HCPCS, LOINC, SNOMED-CT, RxNorm, GPI
  • Handling healthcare data from provider systems, patient reported outcomes data analysis and computation including phenotyping, concept metadata management
  • Deep knowledge of:
  • Data security and privacy standards and best-practices
  • Federal and State regulations and governance relating to clinical technology, data security, and Medicare and Medicaid regulations e.g., Meaningful use, MIPs, FDA device regulation
