Job description
The City of Raleigh is hiring a Senior Transportation Planner who will be responsible for long range and comprehensive planning activities within Raleigh’s Transportation department.
Activities include:
- Reviewing rezoning cases
- Participating in conceptual design projects for area and corridor plans
- Serving as the Department’s primary liaison to the City’s Planning Commission
- Assigning and monitoring work of professional, paraprofessional, and/or support staff
As a lead worker, the Senior Transportation Planner may conduct performance evaluations, coordinate training, and implement hiring, discipline, or termination procedures.
Our ideal candidate is a subject matter expert with knowledge in transportation planning with the ability to provide consultation to other transportation staff and to in other departments. The ability to engage in inclusive dialogue with a variety of internal and external audiences is a must and a professional commitment to working towards the goals and initiatives of the City of Raleigh’s goals for transportation equity, accessibility, and sustainability will ensure success in the role.
- Identify transportation impacts of rezoning activities and evaluate consistency with transportation plans.
- Review Comprehensive Plan amendments for transportation impacts.
- Provide transportation expertise to area, corridor, and neighborhood plans as well as conceptual subdivisions and site plans.
- Present at and facilitate public meetings, boards, and commissions.
- Identify, prioritize, and create conceptual designs for transportation projects.
- Serve as project manager for transportation projects, plans, and special studies, including negotiating and monitoring contracts with vendors providing planning and engineering services.
Education and Experience:
Bachelor's Degree in urban planning or engineering with an emphasis on transportation planning and management, transportation engineering or directly related field and five years of related experience.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing/Certifications:
None Required
Preferred Licensing and Certifications:
AICP and/or PE certification
Knowledge of:
Working knowledge of transportation design guidelines, such as NACTO, AASHTO, FWHA, and ITE guides as well as the MUTCD- Working knowledge of long-range planning, zoning, and site plan review
- Computer, including spreadsheet and word processing applications
- Understanding and interpreting complex laws, regulations, policies, procedures, and guidelines
- Establishing and maintaining effective working relationships with elected officials, City employees, outside agencies, schools, businesses, and the public
- Facilitating community engagement and input
- Basic proficiency in reading engineering/construction plans
- Enabling and empowering other staff to work toward the objective of improving and implementing the City’s transportation plans
- Negotiation and effective oral and written communication
ADA and Other Requirements:
Positions in this class typically require fingering, talking, hearing, seeing and repetitive motions.
Sedentary work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Working Conditions:
Work is routinely performed in an indoor, office environment.
