PRIMARY FUNCTION:

Provide leadership and coordination of project teams consisting of management, users, IT staff, and vendors for the development and delivery of industry leading solutions. Perform analysis, system design, and oversee development and implementation of application development projects. Provide application support for end users.

TYPICAL DUTIES:

• Work closely with our operations representatives, other IT personnel, and our development partners to design and deliver innovative applications based on spatial data.
• Clearly understand business requirements and be able to effectively communicate them to the development team.
• Develop and manage detailed requirements gathering, project plans, and other related project management documentation and tools.
• Manage complex projects of varying size, working with developers and other team members to deliver within scope, on schedule and budget, while meeting / exceeding client expectations.
• Anticipate, identify, manage, and mitigate project risks and potential issues.
• Work with developers to establish budgets and schedules for projects.
• Evaluate technical options and lead the team in developing recommendations and presenting those to the client.
• Perform and oversee application testing.
• Troubleshoot user identified issues.
• Evaluate data sets that may be beneficial for use in our applications.
• Provide technical training, guidance, and resource support for end users and IT staff.
• Define system requirements, priorities, and viable alternatives.
• Coordinate conversions and upgrades to vendor systems.
• Assist in developing user documentation and departmental policies and procedures that impact the use of application systems.
• Attend conferences, webinars and training sessions to maintain the knowledge and skills necessary for fulfilling the position requirements.
• Perform additional duties as directed by immediate supervisor.

SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE:

Education and experience requirements include: Bachelor's degree in computer science or a related course of study and a minimum 5-years experience managing software development projects in a technical project delivery environment. A strong acumen of software development and implementation approached specific to geospatial technologies. Experience with large scale data/software integration projects. Solid understanding of the Esri GIS software suite and familiarity with other open-source GIS technologies.
