General Description: Under the general supervision of the Executive Director, the Section 8 HCV Coordinator has primary responsibility for administration of the (Section 8) Housing Choice Voucher Program (HCV). The
Section 8 HCV Coordinator works closely with all staff, fee accountant; serves as primary contact for tenants, landlords, inspectors, and related agencies and organizations; and exercises independent judgment in the application of federal law and HUD regulations, state and local landlord/tenant law, and the WHA’s
Administrative Plan to maintain program integrity.

This position includes no supervisory duties, but requires sound independent judgment regarding program administration, including eligibility determinations, participant and landlord compliance, and consistent application of program requirements in various situations. A thorough understanding of program rules, regulations, confidentiality, and guidelines, as well as attention to detail in calculating rents, allowances, and subsidies is essential. Strong communication skills and ability to interact effectively with a diverse population of participants and landlords are required.

Annual salary range: $55,972.00 based upon experience. Benefits include paid time off, health coverage, pension, and other standard benefits.

Illustrative Examples of Work ( not a complete list, other duties as may be assigned):

  • Establish and maintain waiting list and review applications for eligibility.
  • Oversee annual recertification process and ensure timely submission of reports to HUD.
  • Ensure compliance with citizenship and criminal background requirements.
  • Communicate with property owners and landlords regarding subsidy calculations, inspection requirements, physical condition of property, and other program requirements.
  • Monitor compliance with (HAP) contracts and tenant obligations.
  • Conduct rent surveys, determine rent reasonableness, and consider requests for increases.
  • Prepare HAP payments and portability accounting monthly.
  • Schedule property inspections and maintain inspection records according to HUD requirements.
  • Prepare annual SEMAP and PIC submission.
  • Coordinate portable voucher transfers to and from other HCV programs.
  • Completes HQS inspections and ensures units are inspected bi-annually for quality control.
  • Ensure utility allowances are updated as needed.

Minimum Qualifications:

  • High school diploma or equivalent (GED) is required. A minimum of five (5) years’ experience in the administration, management, or oversight of a Section 8 Housing Choice Voucher (HCV) program is strongly required.
  • Ability to understand, interpret, and consistently apply federal, state, and local laws, regulations, codes and principals is required. Must maintain a working knowledge of current standards, principals, and procedures for implementation of the Section 8 Housing Choice Voucher program.
  • Must be able to understand and follow written and oral direction, prioritize tasks, manage time effectively, and adhere strictly to program guidelines.
  • Must be able to use a computer and/or mobile electronic device, including standards business software and a specialized database program to record program activity and generate detailed reports.
  • Must be able to communicate clearly and effectively with supervisor, co-workers, administrative staff, program participants, and property owners. Must maintain professional demeanor while explaining program restrictions and requirements in a variety of circumstances.
