Resource Analyst Level III
Location: McLean, VA

OVERVIEW
Caribou Thunder is seeking a Resource Analyst Level III to support a team that prides itself on being highly motivated, team orientated, and providing exceptional customer service. We are a small group comprised of very experienced plans, memorandum, and contracts team members. This role is a senior member on the team and will be responsible for a large and complex portion of the office portfolio.

EDUCATION and EXPERIENCE
- Minimum of 8 years of experience in project/program management, quantitative analysis, or financial analysis.
- Bachelor's Degree in business administration or a closely related field with a concentration in financial management, financial analysis, quantitative analysis, or social sciences.
- Master’s Degree in quantitative analysis, financial analysis, social sciences, or MBA may substitute for two years of work experience.
RESPONSIBILITIES
- Participation in the Annual Presidential Budget creation and submission.
- Complex monthly portfolio reviews with the Departments and daily management of the portfolio spend plans.
- Drafting and routing of Congressional Notifications, Memorandum's, Partner Accounts and Agreements, Funding Requests, and Conference Waivers.
- Oversight of large infrastructure requirements and contracts execution.
- Participate in annual key activities to formulate, coordinate, and justify the program requirements in the Sponsor's budget submission, to include the Program Budget Submission, Annual Spend Plan Building, Mid-Year, Funding Papers, Impact Statement drafting and coordination, Congressional Notification drafting and coordination, as well as related budget planning exercises and internal decision-making processes.
- Partner with office leaders as well as Budget, Finance, and Strategic Acquisitions team members on budget exercises, responding to data calls, and other resource related inquiries from the CFO, Congress, and OGA's.
- Management of spend plans and all associated duties including review and action against Funding Requests, SLAs, Sponsor Financial Forms, Sponsor Internal Communications, Unfunded items, contract funding, funding changes, etc.
- Interface and problem solver to their assigned Departments and responsible for their portion of the office Portfolio during planning, spending, and justifying priorities. This position will coordinate vertically and horizontally across the Budget, Plans and other internal and external Sponsor teams.
- Develop solid knowledge of all the Department's expenditures within the spend plan and the Departments' priority targets.
- Act on Department requests for additional funding, movement of funding, Memorandum Partner Accounts, and other requests that occur.
- Provide solutions and solve needs as they arise for additional funding, movement and reallocation of funding, Memorandums of Funding, working with Partner Accounts, and other requests that occur.

- Management of spend plans and all associated duties including review and action against BCRs, SLAs, funding changes, and other budget-related items.
- Daily monitoring, maintaining, reconciling and updating databases and spreadsheets related to multiple complex spend plans.
QUALIFICATIONS
- Advanced Excel skills to include advanced pivot tables and formulas
- Intermediate PowerPoint and Word
- Attention to detail on all documents
- Experience with briefing and presentation
