SUMMARY
The Quality Assurance Specialist will work as part of the data and quality team of St. Vincent de Paul of Baltimore, Homeless Services Division, to provide analytical and quality control audits for client records and associated files related to home-less service program delivery and compliance with city and county contractual obligations. Duties include reviewing, monitoring, and auditing the work of staff to ensure accuracy. The Quality Assurance Specialist is also responsible for the quarterly audit of homeless services charts including collection and entry of documentation, quality and completeness of data and contributing to the creation of quarterly audit reports. The incumbent serves as part of the audit review and quality improvement process following quarterly audits.
This includes aligning chart audits with MOHS/DSS/Planning monitoring checklist, as well as internal checklists (face sheets). The Quality Assurance Specialist will be responsible for maintaining the forms library for all homeless services programs in Share Point while monitoring the consistent use of only authorized forms.
PRIMARY DUTIES
- Reviews and monitors the work of staff to ensure quality control
- Ensures compliance with applicable performance and production standards
- Knowledgeable of program related documentation, documentation best practices and required funder specific documentation
- Conduct an in-depth audit of a standard sample of client files for all homeless services programs once a quarter
- Enter audit results for each file into an electronic form
- Contribute to the creation of the quarterly chart audit and annual chart audit reports
- Participate in continuous quality improvement meetings and processes related to client documentation
- Review the contents and quality of client charts in the context of organization documentation policies and funder and regulatory documentation requirements.
- Provide oversight to the homeless service documentation team
- Collaborate with city and county regarding contracts compliance
- Training Program Directors on contract requirements and desired outcomes
- Conduct Site visits to homeless services programs periodically
- Work with finance when necessary to ensure contract requirements are fulfilled
- Report to supervisor audit findings/compliance concerns
- Collaborate with program leadership to implement accountability when necessary to address areas of compliance.
SECONDARY DUTIES

- Participates in and attends continuing education and informational trainings and meetings as needed.
- Assists with and attends special events held by St. Vincent de Paul.
- Creates an atmosphere of care and respect for staff, volunteers and clients.
- Other duties as assigned within the scope of the position.
QUALIFICATIONS
- Bachelor’s degree in a Human Services related field focusing on quality assurance and/or program compliance.
- 2 years pertinent experience with 1-year experience in a position that required documentation for housing and/or homeless services, preferably for a HUD funded program or other grant funded program and 1-year experience with data collection and entry into a software system or online form(s).
- Experience working with confidential information.
- Ability to work both independently and as part of a team.
- Proficient in Microsoft Office® products; knowledge of Sales Force, HMIS, Client Track & Service Point is a plus.
- Job requires travel between multiple sites. Employee must have access to reliable transportation.
