Quality Assurance and Operations Manager

Position located in Hohenfels, Germany

Summary of Duties:

• Responsible to the Program Manager for all contract support related tasks and responsibilities associated with all live, virtual, and constructive training support to the Joint Multinational Readiness Center (JMRC). Supervises team of 3-5 individuals.
• Serves on engineering preliminary and critical design review boards, working with the hardware and software engineering staffs to evaluate current configurations and methodologies and identify and inspect implemented original and complex updates or solutions.
• Directs contract performance In Accordance With (IAW) the JMRC Rotation Mission Support (JMRC-RMS) Statement of Work (SOW).
• Ensures continuous measurable improvement through analysis, engineering principles, development of software design, electronic circuitry design, system integration, installation, preventive and corrective maintenance of data communications, simulation software applications, Radio Frequency Subsystems, RADAR subsystems, networking topologies of electronic warfare systems and Joint Readiness Multinational Center-Instrumentation System (JMRC-IS) subsystems.
• Inspects and evaluates maintenance functions to determine capability of the procedures, electronic technicians, and adequacy of corrective actions.
• Inspects and evaluates hardware installations and interacts with engineers and technicians to ensure changes to electronic and mechanical systems comply with design specifications.
• Documents findings and recommends corrective actions to resolve deficiencies within the JMRC-IS.
• Conducts engineering evaluations, documents findings, and recommends corrective actions to resolve deficiencies within the instrumentation environment of the JMRC. Evaluates and maintains performance data on site assets in regards to aspects of personnel maintenance and training capabilities.
• Applies technical knowledge and understanding of the complex technical support requirements to ensure accomplishment of all JMRC contract support missions to include technical support and operations of the JMRC Instrumentation Systems, the Observer Controller Communications System, the Training and Analysis Facility, and all Tactical Engagement Systems.
• Applies knowledge and understanding of the JMRC mission, facilities, communications, personnel, and support systems and interfaces with customer representatives to resolve a full range of technical and contractual questions and issues. Directs, coordinates, distributes and prioritizes all contractor efforts to include the operations and complex systems repair required for continuous and effective support of the JMRC mission.
• Applies knowledge and expertise related to military operations and training coupled with the complex technical JMRC requirements to assess the daily progress of rotational planning, missions, and scenarios in order to anticipate maintenance issues and expedite corrective actions.

Allocates resources against operations and system integration tasks associated with JMRC-IS. Matrixes staff to support ongoing IS integration, test and installation efforts

Skills Required:

• Former U.S. Army officer or noncommissioned officer with a bachelor’s degree and 3 years of related experience OR equivalent of 11+ years of related experience.

• Must be able to obtain and maintain a U.S. DoD SECRET Security Clearance.
