Position Summary:

The Program Manager (PM) supports the operations team leadership relating to Valor’ federal government contracts division and is the driving force behind the successful execution of a key projects with the Federal Emergency Management Agency (FEMA). The PM is the primary point of contact (POC) for contract service delivery for the healthcare personnel staffing contract with the Prime Contractor and our Valor leadership. Day-to-day, the PM aligns project deliverables with business goals, manage administrative functions, generate reports, construct detailed work plans, achieve milestones, and communicate the results across an audience of key internal and external stakeholders.

Essential Duties and Responsibilities:

  • Overall: Primary USG client interface and provides management and execution oversight for task orders related to the staffing and deployment of medical personnel on a rapid deployment program.
  • Program Management: Lead a team, including subcontractors, in responding to USG requirements to rapidly staff, deploy, and stand up medical clinics and teams in CONUS and US territories. This includes all administrative, operational, and hiring decisions, considering risk management, quality assurance, task prioritization, and contract deliverables adherence.
  • Staffing & Retention: Oversee and support the hiring processes for timely candidate and subcontractor candidate selection. Responsible for fostering a positive team culture.
  • Information Security: Posses a working knowledge of USG program IS requirements both for USG and commercial IS systems to ensure that contract requirements are being met.
  • Training: Ensures full compliance with Government and Valor mandated training requirements.
  • Reporting: Responsible for monthly complex staffing reports, including statistics, trend analysis and other relevant information; responsible for all other types of reporting requirements
  • Quality Management: Responsible for execution based on Medical Quality Management Plan (MQM) and generating monthly MQM reports.
  • Schedules: Responsible for adherence to Staffing and Vacancy Schedules
  • Operations: Acts as the record keeper for meetings minutes, tracking deliverables and tracking partner reports.
  • Travel: Responsible for local and regional staff travel
  • Communication: Represents Valor in all relevant meetings with Prime and Government representatives and generates comprehensive reports for internal and external stakeholders.
  • Other Duties: Perform other duties as assigned

Requirements:

Qualifications:

  • Minimum Education: BA/BS graduate -OR- Project Management Professional (PMP) Certification:
  • At least three (3) to five (5) years’ experience within the last 10 years managing multi-disciplinary healthcare staffing, multi-site healthcare services
  • Must have program/project management skills including project planning, scheduling, reporting, hiring and orientation, data analytics, communication, leveraging advanced computer skills,
  • Experience with Department of Homeland Security, FEMA or other agency managing rapid emergency response deployment of medical staff is preferred
  • Ability to travel for rapid or emergency response with as little as 96 hours notice
  • Possess a thorough understanding of federal contracts and project delivery process
  • Creativity and strong problem-solving skills as well as strong task and time management skills.
  • Ability to work independently with minimal direct supervision.

Clearance Requirement: Public Trust / High Risk

As this position is categorized as Public Trust / High Risk position, candidates will be subject to appropriate Background Investigation.

Travel:

Domestic travel may be required. (up to 50% travel)
