Summary:
Oversees all program functions/operations in accordance with policies, procedures internal
processes, and external regulatory agencies including, but not limited to, DPH, Joint
Commission, DMHAS, DCF and Grant/Payer Sources. Ensures appropriate staffing pattern to
meet consumer and/or program needs. Effectively provides administrative, clinical and
programmatic supervision to staff in order to maximize performance and productivity, as well as
maintains adherence to fidelity requirements. Monitors departmental budget and makes
recommendations for future planning and growth.

Essential Responsibilities and Target Outcomes:

Assesses all referrals to the program for clinical appropriateness and risk by reviewing all referral
information and delegating review and care responsibility to appropriate staff. 

Ensures appropriate staffing to meet client and program needs. 

Conducts and documents staff meetings weekly to ensure timely and accurate communications
related to client care, and facility cleanliness and safety. 

Provides and documents individual and/or group supervision to staff including routine
performance assessments and corrective action processes in accordance with CMHA Policies
and Procedures. 

Reviews and develops program effectiveness and best practices annually by conducting and
documenting audits and outcome measures for reporting to internal departments and external
licensing/regulatory/funding bodies. 

Participates, as a CMHA representative, in all necessary internal and external meetings that
pertain to clinical care, compliance, and client activity. 

Assigns work, providing direction on how to do the work, and communicating a clear
understanding of job responsibilities, task objectives, priorities, deadlines and performance
expectations. 

Performs other related duties as assigned.

Principal Customers:
Population of child, adult or young adult clients with mental health and or co-occurring
disorders

Critical Work Relationships:
All clinical and medical staff of referring facilities/agencies: DMHAS/DCF/Hospitals/
Schools/Medical providers, Visiting Nurses.

Regulatory/Accreditation personnel: DPH, DSS, DDS.
Legal Entities: Probation/Parole, Courts, Police, legal representatives.
Other external entities: consultants, landlords, shelters, family members, support staff within
CMHA

Minimum Requirements:
Education: Master’s Degree in a Behavioral Health related field preferred (psychology,

social work, counseling, marriage and family therapy, alcohol and drug
counseling).

Credentials and
Licenses:

State of Connecticut license in related discipline required. (LCSW, LMFT,
LPC, PhD, PsyD). Valid Connecticut Driver’s License.

Experience:  Successful experience in the provision of direct clinical care of clients
with severe/prolonged mental illness and/or substance abuse disorders
or equivalent including diagnosing, treatment planning and evidence
based practices, preferably a minimum of 1 year. 

Successful experience in a management/supervisory role of direct care
providers to clients with severe/prolonged mental illness or equivalent,
preferably a minimum of 2 years. 

Intermediate to advanced experience with Microsoft Office products
including Word, Outlook, Excel and PowerPoint. 

Experience in or the ability and willingness to learn how to use an
Electronic Medical Record (EMR) system including: appointment
scheduling, authorization tracking, assessments, treatment plans,
progress notes and discharge summaries. 

For Spanish Speaking Applicants: Bilingual/Bicultural
(English/Spanish/Latino/a) and knowledge of cultural values, traditions
and practices.

Knowledge of clinical best practices for the population of
severe/prolonged mentally ill clients and/or substance abuse clients and
their families/caregivers. 

Ability to communicate information and express ideas clearly in oral and
written formats. 

Ability to work effectively with a multi-disciplinary team of health care
professionals. 

Knowledge of developmental issues for the all ranges of clients. 

Ability to maintain good customer service relations and respond
professionally to client issues. 

Ability to multi-task and set priorities effectively. 

Ability to ensure the security and confidentiality of client information
and records in a manner consistent with professional and CMHA codes
of ethics. 

Awareness/sensitivity to all types of issues related to client and staff
diversity.
