Job DescriptionUnder general supervision, the Planner II performs research, writes planning reports, and makes presentations to advisory boards on a regular basis, covering a diversity of planning issues involving both short range development reviews and/or long range planning functions. The position requires conducting planning studies based upon the fundamental planning theory and methods molded into the local practice of planning based upon city ordinances and policies. Typical duties may include field inspections, drafting development ordinances and policies, annexation service plans, neighborhood land use studies, subdivision and site plan reviews, meeting with the public, analyzing and drafting recommendations for rezoning and conditional use permits. Job Responsibilities
1. Researches, compiles and analyzes data on economic, social, and physical factor affecting land use.
2. Confers with neighborhood associations and other interest groups in preparing city plans and programs affecting land use and public facilities.
3. Presents recommendations on governmental measures affecting land use, community facilities, housing and transportation at public meetings.
4. Assists in preparing the scope and method of planning studies. Conducts studies according to the approved study design and schedule.
5. Reviews and drafts staff recommendations on development applications such as subdivisions, site plans, rezoning and conditional use permit requests and variances.
6. Communicates with the public on the application of developments ordinances and policies in general and on specific tracts and design layouts.
7. Reviews and evaluates development applications and assists in preparation.
8. Prepares reports and makes presentations to advisory boards (Planning and Zoning, Zoning Board of Adjustments, Historical Preservation Council).
9. May participate in liaison with other planning agencies including the metropolitan planning organization (MPO), Council of Government, etc.
10. Position requires driving City units.
11. Performs other job related duties as assigned. Knowledge, Skills and Abilities
Minimum Requirements - 1. Job requires a Bachelor's degree in Planning or related discipline from an accredited college or university. Master's degree in Planning or a Planning related discipline preferred.
2. Job requires two (2) years of related work experience.
3. Job requires a current, valid Texas Class C driver's license.
4. Ability to work accurately with planning data and preparing summary reports from city data bases.
5. Experience with drafting, map making and graphs and other visual aids.
6. Maintains an effective working relationship with citizens, groups, businesses and external agencies.
7. Must be able to meet and greet the public in a friendly courteous manner, using tact and diplomacy with conflict resolution. Must be able to work as part of a group or team.
8. Must be able to manage time efficiently with self initiative and oversee assignments through completion using mature judgment. Plans and arranges own work schedule under specified standard practices with questionable items referred to supervisor.
9. Proficiency with Microsoft office (Word, Excel, PowerPoint) is required.
10. Must be able to read, analyze and interpret general planning documents, professional journals, surveys, reports, legal document and regulations.
11. Must be able to respond to inquiries or complaints from outside organizations, customers, or citizens.
12. Must be able to prepare reports, business correspondence and procedure manuals.
13. Must be able to effectively present information and respond to questions from groups of managers, customers, and the general public and management.
14. Must be customer service orientated, have a customer friendly attitude and professional appearance at all times.
15. Must be capable of working in a fast paced environment.
16. Must be able to work effectively under pressure and stringent schedules and produce accurate and satisfactory results.
17. Must be able to communicate effectively, at all levels, both orally and in writing. Physical Requirements
1. Works regularly under desirable conditions with little or no disagreeable features.
2. Job effort requires lifting and carrying up to 20-30 lbs. on a frequent basis and 30-60 lbs. on an occasional basis.
3. Work involves sitting, standing and walking from place to place.
4. While working outdoors, work involves driving city vehicles and walking in outdoor environments. Additional Information
1. This position is a safety sensitive position subject to random drug and alcohol testing.
2. Job has no responsibility for the direction or supervision of others.
3. May be required to work during hurricane or other emergencies.
