Personnel Security Analyst

Job Purpose:
The Personnel Security Analyst provides support for the Personnel Security team in support of the Strategic Systems Programs (SSP), a Department of Navy (DoN) command, at SSP Headquarters facility at the Washington Navy Yard.

JRC is currently seeking a Personnel Security Analyst who will provide support for the Personnel Security team at the Strategic Systems Programs (SSP) Headquarters, on the Washington Navy Yard, DC. The ideal candidate will have the ability to excel in a fast paced and high visibility position and committed to providing excellent service to the customer and their visitors. The Personnel Security Analyst will support the Personnel Security team by processing and servicing the customers onboarding, investigations, clearance adjudications as well as other tasks as directed. This position will also perform various routine duties such as maintaining files and other duties as assigned.
Key Duties:
- Develop, coordinate, maintain, and update Personnel Security Standard Operating Procedures (SOP) to include SAAR_N processing in databases
- Ensure Personnel Security procedures are applied for new employees and is in accordance with all United States Government (USG), Department of Defense (DoD). and Department of Navy (DON) policies, directives, and instructions
- Provide hands-on training on personnel security processes for all new contractor employees and specific government employees approved by the Security Manager.
- Process all SAAR-N packets to ensure all required information is completed to include all required documentation and signatures.
- Generate SAAR-N packages for personnel under the customer office’s cognizance and supporting documents.
- Respond to prospective candidate's questions in reference to personnel security forms and request missing information from candidates.
- Make initial eligibility determinations using the Defense Information Security System (DISS) and/or Scattered Castles in accordance with applicable policies.
- Maintain all personnel security records and ensure records are current and in accordance with applicable personnel security requirements
- Updates PSQs annually for all personnel under the cognizance of the Security Manager.
- Prepare new employee indoctrination briefs.
- Generate debrief documentation to provide to the debriefer, and/or execute debriefs on behalf of the government security team.
- Update personnel briefings and debriefing records accurately
- Conduct annual personnel security reviews

- Walking in support of escorting personnel as directed

Specific Skills/Qualifications:
- Associate Degree and 3 years of experience or equivalent such as High School/GED with four (4+) years of experience.
- A minimum of three (3) years of experience in conducting analytical; and support activities related to personnel security preferred
- Experience with DoD and DoN personnel security policies
- Experience using DISS and personnel clearance and access level information
- Demonstrated customer support, interpersonal skills, and both oral and written communication skills.
- Maintain a professional appearance suitable for greeting senior DoD and DON visitors
- Maintain a pleasant demeanor, professional appearance, and appropriate telephone courtesies
- Ability to conduct detailed research and analysis of technical data.
- Ability to read and interpret management policy, regulations, and directives.
- Proficiency in Microsoft Office 2016 or higher to include Word, Access, Excel, PowerPoint.
- Ability to work effectively with a group or independently.
- Must possess and maintain a government security clearance at the SECRET level or above.
