The City of Richmond Office of the Mayor is seeking a highly qualified candidate for the position of Management Analyst.

This class administrates programs and projects, and performs operational and financial analysis. This class requires professional and experienced level analysis. Incumbents provide professional support and analysis of a program, project, or work unit requiring substantive knowledge of applicable polices, practices, and procedures to select and apply the most appropriate approach. This class requires independent evaluation and analysis of issues related to the performance of multiple tasks and decision-making. As assigned, work may: include gathering and compiling data; analyzing complex issues to facilitate and execute program/project decision-making; serving on inter- and intra-departmental committees and task forces; drafting and revising documents; serving as a department liaison or official representative to senior staff, external agencies, or the public; researching, developing, writing, and editing complex reports and plans; compiling and analyzing statistical data; and conducting operational reviews then preparing reports of findings and recommendations.

  • Received: This classification typically reports to a director, deputy director, or manager.

TYPICAL CLASS ESSENTIAL DUTIES: These duties are a representative sample; position assignments may vary.

Typical Percentage of Time (none less than 10%)

  • Administers, coordinates, manages, and maintains budgets, programs, and projects; performs necessary administrative duties related to programs and projects. 30%
  • Prepares, writes, and updates various reports, forecasts, analyses, invoices, budgets, and other documentation; presents information as needed. 25%
  • Supports and works closely with others to ensure accuracy of information; serves as liaison to external departments. 15%
  • Monitors and performs various financial transactions such as expenditures, budgets, and reconciliations. 10%
  • Responds to internal and external requests and issues as needed. 10%
  • Conducts training as needed. 10%

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of computer programs including Microsoft Office Suite; electronic databases and related software applications in area of focus; the English language, including strong oral and written communications skills; ordinances, government regulations, agency rules, and the legislative process; principles for providing customer service, including meeting quality standard for services and customer satisfaction; the department of focus and strong research practices and procedures. Demonstrated skills analyzing and aggregating data for complex issues; analyzing and interpreting manuals and operating procedures; communicating with various internal and external departments; communicating results of analyses and recommendations professionally and effectively with senior management and peers; drafting and revising documents; managing program in focus area; performing various administrative and clerical procedures such as managing files and records, designing forms, and other office procedures and terminology; serving as department liaison; supporting various activities in area of focus; communicating verbally and in writing. Demonstrated abilities adapting; analyzing information; making decisions; multi-tasking; problem solving; working in teams; managing multiple priorities and deadlines


MINIMUM TRAINING AND EXPERIENCE:

  • Bachelor's degree in business/public administration or field related to assignment
  • Two years of journey-level professional experience in area related to assignment, such as program/project management or management/policy/financial analysis
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
