Position Summary:
Under supervision of the Housing Director, the incumbent will be responsible for monitoring and ensuring program compliance with Federal Regulations for Indian Housing Programs, 24 CFR 950 – Maintenance Requirements. This position will be responsible to meet the goals and objectives of RSIC Housing Department related to performed maintenance and special projects.
Duties:
· Design, implement, and administer Maintenance Work Control System, including preventative and planned maintenance.
· Coordinate and schedule maintenance. Prioritize and schedule work orders according to urgency of work.
· Track work hours and materials for work orders that will be charged to housing participant or to a service program.
· Generate and monitor Work Orders generated by Housing Management System and close out Work Orders when complete.
· Generate purchase orders and track expenditures for purchases for the Housing Maintenance Department.
· Supervise and provide leadership to Maintenance Workers and assign work details.
· Inspect RSICHD property and determine maintenance requirements including dwellings, common areas, laundry facilities, and equipment.
· Develop overall plan for maintenance program on an annual basis. Monitor all progress for implementation schedule for all physical improvements to RSICHD dwellings.
· Maintain grounds of the Low Rent units, to provide safe and sanitary condition.
· Act as inspector for all contract maintenance and extraordinary maintenance projects.
· Identify work that will require completion by outside contractors and work with the Housing Director & Planning Coordinator to create RFBs/RFPs, Tribal Council Action Items and assist with preparing contracts.
· Develop/implement and maintain inventory control system of tools, equipment, bench stock, and materials.
· Provide Monthly Department Summary Report.
· Monitor maintenance budget and complete reports as required.
· Communicate effectively with co-workers to provide updates regarding Work Orders, projects, expenditures, etc.
· Be an active team member.
· Performs other duties as assigned by the Housing Director.
Minimum Qualifications:
· High school diploma or equivalent, five (5) years of experience either as a finish carpenter and/or general maintenance management. Prefer experience in tribal government housing.
· Must possess a valid Nevadadriver’s license and eligible for RSIC’s vehicle insurance policy.
· Ability to interpret laws, regulations, and conform to other applicable codes to specific construction requirements.
· Good communication skills, both verbally and in writing. Ability to use Word, Excel, housing management system and financial management system.
· Must be able to pass a security background check.
· Must be knowledgeable with health and safety codes required for construction projects, i.e., OSHA, Department of Labor, Tribal Codes and Ordinances. Have OSHA Certification or be able to attain certification within one (1) year.
· Be able to maintain records in accordance with tribal Records Management Procedures.
PLEASE NOTE: Hiring preference will be given to qualified tribal members of Reno-Sparks Indian Colony followed by members of other federally recognized tribes. Must pass and comply with the HR Policy 164.905- PL101.630. The Reno-Sparks Indian Colony requires a designated candidate to successfully complete a pre-employment drug screen, criminal background check, and confirmation of professional references and certifications.
