DARS a 2022 ATD Best Winner in Talent Development is seeking a Legal Services Developer.

The Division for Community Living within the Department for Aging and Rehabilitative Services, in collaboration with community partners, provides and advocates for resources and services to improve the employment, quality of life, security and independence of older Virginians, Virginians with disabilities, and their families. The Division for Community Living receives substantial funding from the Commonwealth to augment federal programs and to offer additional programs to people with disabilities and older Virginians.

This position serves as the Commonwealth’s Legal Services Developer as mandated by the Older Americans Act of 1965 as amended, Title VII, Chapter 4 Section 731 – Allotments for Vulnerable Elder Rights Protection Activities/State Provisions/State Legal Assistance Development Program, and provides statewide leadership in securing and maintaining the legal rights of older adults.

Minimum Qualifications
Graduation from an ABA accredited law school with a law degree or graduate degree in Social Work, Public Administration, or related field or significant legal knowledge and experience. Experience in providing technical assistance, information and referral about legal matters related to human services issues involving aging. Skill using computer word processing software.

Working knowledge of, and ability to communicate information about, complex concepts in the areas of mediation, administrative law, human services issues, and long-term support issues impacting both older adults and adults with disabilities; and of Virginia public benefits, substitute decision-making, person centered planning and practices, and consumer protections.
Demonstrated ability to communicate effectively with a wide variety of professionals, older adults and individuals with disabilities; and to communicate complex legal concepts, including the interpretation of laws, regulations, and policies in clear and concise written form.

Preferred Qualifications
Experience in the development and implementation of a complex program or project.
A combination of legal and human services experience.
