Purpose of position:

This position supports the internal compliance program established to maintain compliance with North American Electric Reliability Corporation (NERC) Operations and Planning (O&P) standards and applicable Independent System Operator (ISO) and Regional Transmission Organization (RTO) rules. This role does not support NERC Critical Infrastructure Protection (CIP).

Individuals at this level manage work in multiple areas of specialization, with minimal supervision. Individuals in this role are expected to develop advanced skills, work independently or with guidance limited to unusual or complex projects, and are fully competent in the use of concepts to identify problems and solutions that support the internal compliance program.

Essential Functions:

Internal Compliance Program

• Aids in developing, supporting, and contributing to the Internal Compliance Program to meet regulatory and company requirements.
• Prepares or reviews and recommends responses to legal and regulatory inquiries.
• Leads and reviews investigative analysis, risk identification and recommendations.
• Prepares, reviews, or submits materials for Audits, Self-Certifications, Self-Reports, Mitigation Plans, and Reliability Standard Audit Worksheets (RSAWs).
• Develops and maintains internal policies, procedures, and training.
• Develops measures to identify areas for process improvements.
• Project Management
• Ability to lead a large complex project or several small complex projects.
• Assists in determining the applicable funding, expenditures, and resources to manage projects and programs cost effectively.
• Identifies, resolves and escalates, as needed, more complex project issues.
• Provides direction to project team.
• Functional Knowledge
• Demonstrates broader knowledge of NERC and ISO/RTO controls, regulatory matters, and business applications.
• Provides consultation, interpretation, administration, and implementation of regulatory and reliability requirements.
• Knowledgeable and proficient in use of tools and procedures to lead reporting and submission requirements for regulatory and regional entities.
• Experience participating in or leading regulatory audits, such as NERC or regional.

Stakeholder Engagement

• Consults with and informs stakeholders regarding compliance matters.
• Communicates problems and resolutions to management and stakeholders.
• Coordinates necessary communications and trainings to inform stakeholders of compliance requirements.
• Serves as an interface or primary point of contact between the department and internal stakeholders to support roles and responsibilities to meet and maintain compliance.
• Motivates stakeholders to work as a cohesive team within their work unit, department, and company to meet the needs and expectations of compliance programs and processes.
• Serves as primary or alternate point of contact between the department and external stakeholders, such as regulatory and regional entities.
