The Nebraska Department of Health and Human Services Operations Division seeks a charismatic and innovative individual to lead a dynamic team as an IT Manager II.

Under administrative direction, serves as primary administrator of multiple,
significantly sized information systems or diverse work units and/or functions; supervises and coordinates work of several assigned Information Technology (I.T.) Supervisor and/or I.T. Manager positions which direct these systems, work units, and/or functions; establishes both technical and administrative policies,
procedures, guidelines, and standards; prepares proposals and monitors activities relative to information technology budgets handled; performs related work as assigned.

Examples of Work

This position is an IT Manager II for Department of Health and Human Services (DHHS) under Information Services and Technology (IS&T). This position will report to the DHHS CIO and provide leadership for the Applications area. The area supports application development, maintenance, enhancement, production support and vendor management for all DHHS systems.

Job Duties include:

o Manage and direct all aspects of an information technology application operations with multiple significantly-sized information systems work units
o Provide leadership and direction for Application Development Managers
o Manage a team of over 100 employees plus 50-100 contractors and vendors
o Manage the enhancements, maintenance and replacement when necessary of all DHHS critical applications including N-Focus, MMIS, CHARTS and many others.
o Manage application system vendors and the support they provide for DHHS
o Monitor the progress of work directed to ensure accomplishment of agency/enterprise-wide information technology plan
o Oversee the work on projects both to existing systems and new systems
o Prepare, monitor, and manage an agency's application development information technology budget or significant component thereof involving diverse and/or complex information technology functions
o Perform personnel functions, including: hiring, performance evaluation and disciplinary procedures
o Develop and oversee training to ensure employees have proper combinations of technical skills
o Allocate and/or reallocate resources such as staffing, equipment, space and budget
o Develop and execute long-range strategic plans, schedules, and priorities to acquire and install technology equipment and to transition from existing to new information technologies
o Monitor and manage information technology vendor agreements as needed
o Attend meetings representing the agency
o Prepare formal written reports and correspondence
o Makes formal presentations

Qualifications / Requirements

REQUIREMENTS: Bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering or other related field, and two years of experience working with a broad range of technology discipline(s) (e.g., network, infrastructure, coding, systems, or database), and three years of experience supervising activities of professional-level information technology staff. Experience can be substituted for the required education on a year-for-year basis, where two years of this experience will be as a project
coordinator, team leader, or staff supervisor.

PREFERRED: Experience working with State Health and Human Services Systems.

Knowledge, Skills and Abilities

Candidates must be service oriented, have strong interpersonal and analytical skills that include working directly with various levels of business and technical staff to determine sound technical solutions for business requirements. Candidate must have excellent communication skills including oral, written, and presentation. Communication skills must be strong and proven. Candidate must have organization, planning, problem-solving, and decision-making skills with the ability to prioritize and provide direction to staff members.
