Human Resources Administrative Assistant - Licensure Specialist


General Definition of Work

Performs intermediate administrative work facilitating the licensure process to ensure the required educator's license are requested and maintained, facilitating the compensation and benefit process for certified staff, facilitating the staffing process by maintaining reports to manage current vacancies and recommendations for employment, and related work as apparent or assigned. Work is performed under the moderate supervision of the Assistant Superintendent for Human Resources.

  • General knowledge of instructional recruiting, certification and recertification methods, processes and procedures
  • General knowledge of required records preparation and maintenance
  • General knowledge of school personnel and administrative practices, procedures and methods
  • Ability to use standard office equipment and related hardware and software.
  • Ability to use standard human resource information systems
  • Ability to learn specialized software based on business needs
  • Ability to communicate complex ideas effectively in both oral and written forms.
  • Ability to work with administrators, teachers and support staff
  • Ability to establish and maintain effective working relationships with staff, school officials, professional peers and the general public


Essential Functions

  • Maintain a computer database of resignations, retirements, terminations to monitor vacancies and positions for employment
  • Reviews credentials for recommended individuals for hire to determine eligibility for employment, completeness of credentials and documentation required by application process including transcripts, confidential references, completed background check, etc.
  • Determines appropriate contract status, BT status, educator's license if applicable, salary placement and levels of benefits
  • Prepares payroll documentation to insure employees are compensated appropriately; communicates with payroll when salary changes are necessary or questions arise
  • Serves as licensure specialist for school system; answers licensure questions; maintains license information and acts as liaison between NCDPI licensure, regional alternative licensing center, employees and the public;
  • Instructs employees in using the NCDPI online licensure system
  • Resolves audit exceptions involving licensure and licensure/budget code for the district.
  • Prepares personnel lists for the Board of Education that include new employee recommendations and information on resignations, retirements, terminations, etc.
  • Verifies reports to principals, administrators and supervisors for licensed employees to continue probationary employment; or ends employment based on previous employment contract performance for recommendation to the Board of Education
  • Enters new hires into database and records systems
  • Requests aggregate service from other LEA's
  • Notifies supervisors of approval; initiates drug tests; maintains new hire documents
  • Assists citizens and administrators with online application questions
  • Respond in a timely manner to inquiries or complaints, exercising professional judgment in situations requiring problem-solving or decision-making that comply with policies and established procedures
  • Perform under stress with the ability to multitask and exhibit the highest level of professionalism and judgment when confronted with difficult or emergency situations
  • Maintains human resource records with interviewing and hiring process; recording new hires; transfers; terminations; changes in job classifications; conduct and manage criminal background checks for volunteers; new hires and athletic coach
  • Orients new employees by providing new employee packets, explaining the benefits program and district policies and procedures
  • Updates and maintains job vacancy postings in Applicant Tracking System
  • Maintain administrator and employee contracts
  • Manage substitute teacher process, including pre-employment screening
  • Assist with switchboard backup and relief coverage
  • Completes employment verifications
  • Completes unemployment claims for Employment Security Commission
  • Ensure athletic coaching requirements are met
  • Maintain Public SchoolWorks System
  • Collaborative relationship with other department and school-based administrators
  • Attend conferences for additional training
  • Completes all other duties as assigned by Assistant Superintendent of Human Resources

Physical Requirements

  • This work requires the occasional exertion of up to 10 pounds of force
  • Work occasionally requires standing, walking, stooping, kneeling, crouching, or crawling with hands and arms, pushing, or pulling and lifting
  • Work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities
