Housing Generalist
POSITION SUMMARY:
The Housing Generalist is responsible to and subject to the direction of the Executive
Director or Deputy Director. This position has authority and responsibility for obtaining voluntary compliance with the property owners on all deficient structures, directing rehabilitation of buildings on behalf of the Authority or its nonprofit, acquiring property, etc. Provides the technical expertise required in the physical aspects of property rehabilitation and/or construction. The Housing Generalist represents the Authority in its relations with property owners, nonprofit organizations, municipalities, and private entities regarding housing and housing matters.
POSITION RESPONSIBILITIES:

- Explains the mechanics of the various housing programs to property owners.
- Conducts inspections and notes deficiencies of properties and facilities including the elements of building, housing, plumbing, electrical, health, fire protection codes. Recommends energy conservation measures as well as the correction of incipient code violations.
- Writes construction specifications and conducts cost estimating.
- Assists property owners in securing competitive bids as required for rehabilitation work.
- Reviews the bids with the property owner for accuracy, completeness and ensures they are within the cost estimate.
Obtains the property owner's approval of the bids.
- Inspects rehabilitation and/or construction work in progress to ascertain quality, workmanship and to assure work is being completed in accordance with the contract between the property owner and the contractor.
- Reviews progress payments.
- Conducts final inspections for each job and certifies that the work has been completed according to the rehabilitation work write-up prior to requesting final payment.
- Conducts employee interviews and monitors labor compliance for projects that are subject to federal or state wage rates.
- Assists in the administration of the Blight Remediation Program.
- Assists in the maintenance of Authority owned properties.
- As requested, performs monitoring of federally assisted properties.
- As requested, performs other housing related duties.
Non-Essential Functions
- Acts as mediator on contractor and property owner disputes.
MINIMUM EDUCATION AND EXPERIENCE:
1. Graduation from high school or G.E.D certification from a recognized issuing agency.
2. Five (5) years experience in the construction or building industry.
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
1. Working knowledge of the standard specifications for rehabilitation and understand their application to a rehabilitation write-up.
2. Working knowledge of the latest costs involved in accomplishing property rehabilitation work.
3. Knowledge of property rehabilitation work and cost eligibility as related to federal programs to properly integrate these into the inspection, work write-up and financing processes.
4. Working knowledge of construction practices and techniques and building as well as related codes, standards and regulations including building, housing, electrical, plumbing, health, fire prevention, zoning and maintenance codes.
5. Knowledge of the Section 8 Housing Quality Standards.
6. Ability to recognize violations or deficiencies of above-named codes and techniques for correction.
7. Ability to write clearly and concisely and communicate effectively both verbally and in writing.
8. Ability to establish and maintain effective working relationships with associates and the general public.
PHYSICAL DEMANDS:
Lifts up to 30 pounds and carries several feet.
Position duties require occasional inspections of roofs, cellars, basements, etc. which require the use of ladders and climbing.
WORKING ENVIRONMENT:
Approximately 60% of work is completed in office.
Approximately 40% of work is conducted in the outdoors when visiting project sites.
