Responsibilities

The agency Policy Analyst works as a member of the Policy Development and Coordination team and leads activities including conceptualizing, developing, facilitating, and promulgating agency-wide Information Technology, Information Assurance, and Information Management policies applicable to agency employees and industry partners. The analyst represents the agency in the development and coordination of policies in a wide variety of forums across the Intelligence Community (IC) and with Other Government Agencies (OGA). The team is regularly called upon to provide advice and guidance on policy issues to senior-level management, and are expected to validate the alignment of draft policies with IC and DoD interests.

- The policy analyst supports the drafting of policy, related initiatives, plans, strategies, and programs in accordance with agency standards.

- The policy analyst collaborates with stakeholders in an effort to establish direction and the crafting of associated policy documentation.

- The policy analyst supports review and approval coordination of draft policies leveraging agency protocols that include formal dissemination and when required the orchestration of the agency-level Decision Framework processes.

- The policy analyst supports policy forums, boards, and working groups as required.

- The policy analyst coordinates with stakeholders to develop or assist in creation of new IC ITE policies and instructions as required by the Government.

Generally, the policy analyst performs research of complex public policy issues concerning communications, IT, acquisition, and networking for national defense and homeland security, and conducts research using both qualitative methods and quantitative methods, such as case studies, survey research, statistical analysis, and model building. The analyst collaborates with technical staff to develop data warehouse, using spreadsheets and statistical database programs, such as SAS, and prepares policy reports and briefs of research and presents findings. The analyst evaluates the effectiveness of existing government policies and programs and formulates recommendations regarding strategies to achieve identified mission.
Qualifications

Required:

  • BS degree with 8-10 years experience, or MS degree with 6-8 years experience, or Ph.D. with 3-5 years experience
  • Active TS/SCI clearance, with CI Poly or willing to take a CI Poly
  • IC experience
  • Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility
  • Ability to relate professionally with senior Government customers and colleagues
  • Strong written and verbal communication skills

Desired:

  • Bachelor’s or Master’s degree in Science, Technology, Engineering, or Mathematics
  • Knowledge and understanding of Intelligence Community IT Enterprise (IC ITE) service offerings, architectures, and service adoption
