The Recruiter/Licensor is responsible for cultivating a robust network of strong foster families to host UC’s referred to Lutheran Social Services This role requires the development and implementation of a foster family recruitment program and ongoing management of the licensing/re-licensing foster home process. A successful Recruiter/Licensor will have a creative and strategic approach to foster family recruitment and retention, maintain a working knowledge of the ORR Unaccompanied Children program, and a strong sense of child welfare best practices.
Essential Functions
· Maintain current knowledge of the U.S. Resettlement and Unaccompanied Children’s Programs, and state licensing regulations.
· Coordinate the scheduling, development, and implementation of recruitment activities to maintain a pool of diverse and culturally sensitive families for the UC Transitional Foster Care programs
· Foster strategic partnerships with community stakeholders
· Accompany prospective foster families through the application and licensure process with support and a working knowledge of the ORR TFC program and local state licensing requirements
· Oversee foster family orientation and training
· Manage retention efforts by developing and facilitating supportive activities for existing foster families
· Coordinate with and report activities to the LIRS Program Manager for Foster Family Licensing and Recruitment
· Conduct home visits for initial licensure and licensure renewal as needed
· Respond to emergency placement needs
· Bilingual in Spanish and English preferred

· PRIDE Trainer Certified
· SAFE Home Study Certified
· Valid driver’s license
· Clean driving record
· Successfully pass a drug screen
· A personal vehicle
· MD child protection clearance
· MD and FBI criminal
· Physical and TB Test
· COVID Vaccination
Qualifications and Education Requirements
· Master's Social Work
· Licensed Social Worker in Maryland (LGSW, LICSW)
· Must be at least 21 years of age
Preferred Skills
· Bilingual English/Spanish, strongly preferred
· Experience completing home studies for foster care and/or adoption
· Experience working with unaccompanied children or knowledge of the United States Immigration system for Unaccompanied Children, preferred
· Experience working with children, youth, and/or families from high-risk backgrounds.
· Excellent oral, written and inter-personal communication skills;
· Proficient in Office 365
· Attention to detail and accuracy; strong organizational skills;
· Knowledge of community resources and services systems
Job Type: Full-time
Pay: $60,000.00 - $65,000.00 per year
