Nature of Work

Under the general direction and direct supervision of the City Engineer, acts as a representative of the city to manage right-of-way and small cell wireless permits and to monitor and inspect construction/maintenance projects, and is responsible for the preparation of various technical reports and studies, traffic data collection and analysis, and other related work as assigned

Job Duties

  • Coordinates the review and issuance of right-of way and small cell wireless permits, maintains permit records, and conducts permit inspections.
  • Inspects and monitors construction and maintenance projects, including overseeing contractors, completing and retaining accurate construction records including daily construction diary, photo log, quantities in place, and forms required by other agencies.
  • Monitors the activities of other agencies performing work in public right-of-way.
  • Coordinates and inspects right-of-way and utility construction on private development and redevelopment projects.
  • Collects and analyzes engineering data and displays it on the City’s computerized geographic information system (GIS).
  • Manages the City’s record drawings and record-keeping process, including as-builts, reference maps, plat maps, and other maps and files. Prints copies of as-built drawings and reference maps as needed.
  • Works with residents regarding city work including notification preparation and distribution and handling any citizen concerns related to the work.
  • Communicates in the field with contractors, City employees and citizens concerning construction activities and attends regular construction progress meetings.
  • Prepares and monitors construction contracts by identifying, surveying, measuring, and marking curb repairs, sidewalk replacements and works with contractor to ensure ADA compliance.
  • Assists in the preparation of plans and specifications for construction and maintenance projects, including preparation of feasibility studies, preliminary surveys, drafting, quantity takeoffs, and cost estimates.
  • Completes and files payments and estimates, change orders, and requests for payment for projects and arranges for necessary materials testing.
  • Monitors contractors’ equal employment opportunity and prevailing wage requirements.
  • Assists in the collection of turning movement counts, travel time studies, and traffic counts, manually and by machine.
  • Perform other tasks, including but not limited to, office coverage, AutoCAD, miscellaneous surveying work, and municipal engineering tasks related to street and utility construction, street lighting, storm water drainage, water distribution and sanitary sewer systems.

Qualifications

Work experience substantially equivalent to at least three years of experience as a civil engineering technician. Other helpful experience/training: personal computer experience, strong writing skills, and MnDOT construction inspector’s certification.

Must have the ability to:
  • Ability to frequently lift and carry objects weighing up to 75 pounds and occasionally lift objects over 100 pounds.
  • Ability to work around noise and vibration generated from equipment and machinery.
  • Ability to sit and stand for long periods of time, climb stairs, bend, stoop, reach, manipulate doors, windows, drawer and locks.
  • Ability to sit, talk, and listen for extended periods of time. Specific vision abilities required include close vision and the ability to adjust focus.
