As part of the Public Service Team, reporting to the Assistant City Engineer, this position provides support and assistance by performing a wide range of engineering and construction related tasks as required, and supervises the Engineering Technicians.
Examples of Duties
ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101:
1. Manages the Engineering Technicians (e.g., oversees administrative tasks; assigns and directs work; trains and instructs employees; provides guidance and support); assists Assistant City Engineer when necessary; maintains records in accordance with established procedures.
2. Applies standard engineering principles; prepare material estimates; schedules phases of projects to coincide with legislative meetings; assists with public meetings; prepares plans and contract documents; assists in the bidding and awarding of contracts; manages capital improvement program construction; prepares correspondence; conducts progress meetings; verifies pay applications; prepare change orders; serves as liaison between public and contractor.
3. Provides contract administrations and supervision for the capital improvement program, right of way, and development projects to ensure conformity to project plans and specifications; coordinates one-year warranty inspections, audits engineering technicians and inspectors daily project inspections reports for consistency and uniformity, monitors project budgets, purchases and payments in relation to work completed and time of completion.
4. Conducts bid responsibility review in coordination with Finance personnel (e.g., equipment coordination and availability, labor force availability vs. existing contracts, claims history and prevailing wage violations); performs contractor evaluations and assists with engineering consultant evaluations.
5. Investigates resident requests for service (e.g., performs technical research; drafts written responses and provides telephone responses concerning infrastructure, traffic, drainage, and other engineering-related issues).
6. Provides surveying, design, drafting, and cost estimates for in-house engineering projects related to capital improvement projects including the Street Maintenance Program and the Street Reconstruction Program.
7. Provides technical knowledge in waterline chlorination requests submitted to the City of Columbus. Reviews, analyzes, and comments as required on all construction design plans related to capital improvement projects, storm water permits and sanitary permits.
8. Maintains licenses and certifications as required, if any.
9. Demonstrates regular and predictable attendance.
10. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

Typical Qualifications
MINIMUM QUALIFICATIONS:
Associate's degree or equivalent from an accredited two-year college or technical school and five (5) years of progressively responsible related experience; or any combination of training, education, or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of the position.
PREFERRED – at least two (2) years of federal, state or local government administration.
LICENSURE OR CERTIFICATION REQUIREMENTS:
Valid State of Ohio Driver's License and the ability to maintain insurability under the City's vehicle insurance policy.
Certified Professional in Sediment and Erosion Control and/or Certified Professional in Storm Water Quality, desired
