Job description
JOB SUMMARY:
Under general supervision, performs work involving answering emergency and non-emergency voice and TDD calls and dispatching appropriate response units. Inputs information into
computer; relays information to law enforcement agencies on suspects and wanted persons. Uses a computer to enter and retrieve data.
ESSENTIAL JOB FUNCTIONS: (All incumbents may not perform all responsibilities.)
Answers emergency and non-emergency voice and TDD calls from the public; determines the nature of the call; determines appropriate action to deal with call.
Dispatches the appropriate agency to the scene through use of radio and computer aided dispatch system; coordinates multi-unit and multi-jurisdictional response calls.
Dispatches additional support personnel as required to include, SWAT and Scuba teams, wreckers, cabs, Fire Marshall, CID, medical examiner, funeral homes, social services and juvenile in-take officers.
Transmits and receives teletype communications using VCIN/NCIC/DVM terminal. Contacts callers to obtain or relay information relating to original call or complaint.
Maintains awareness of available response units in order to dispatch calls appropriately and efficiently.
Performs routine maintenance of equipment.
Maintains all procedures, manuals, directories and maps as required.
Assists callers with non-emergency situations, such as giving office hours and directions to locations.
Performs other related duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
High school diploma or GED; or,
TTY/TDD System Radio
Multi-line Telephone Copier
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
VCIN Certification.
Basic Dispatch School. CPR Certification.
KNOWLEDGE, SKILLS AND ABILITIES (KSA's):
Knowledge of:
Geography of City of Manassas Park, including roadways.
FCC regulations related to the use of radio and telecommunications equipment.
Operation of radio, computer aided dispatch and other telecommunications equipment.
Operation of VCIN, NCIC, IBR and other computer systems used in emergency operations. Policies, procedures and practices of emergency communications and dispatch operations. Basic law enforcement procedures.
Basic fire procedures.

Skill in:
Operating emergency communications and dispatch equipment.
Typing and operation of a computer keyboard in order to enter and retrieve data. Eliciting information from irate, upset or anxious callers.
Giving detailed Instructions and information to callers.
Communicating clearly and effectively with others, both orally and in writing. Operating various office equipment.
Mental and Physical Abilities:
Ability to think clearly, speak audibly and distinctly, and take effective action in emergency situations.
Ability to understand and carry out written and oral instructions.
Ability to read data, files and reports with comprehension.
Ability to establish and maintain effective working relationships with others.
While performing the essential functions of this job, the incumbent is regularly required to sit, use hands and fingers to handle, seize, hold, grasp or turn objects, to reach with hands and arms, and talk or hear.
Working Conditions:
The incumbents working conditions are moderately loud.
Regular exposure to persons displaying irate, angry or volatile behavior and emergency situations which exposes the incumbent to a high degree of stress.
Working time may require irregular hours and shift times.
