We are looking for a Director of Human Resources who serves as a senior-level manager who develops, coordinates, implements, and oversees professional human resources initiatives that ensure that PBS Services Full-Time, Part-Time personnel and employees are utilized effectively for the benefit of the PBS Services staff as a whole. The Director of Human Resources must understand and support the mission, vision, and goals PBS Services as she or he attracts quality applicants, facilitates a professional workplace environment, complies with federal, state, and local employment laws, and formulates policies and procedures and offers sound recommendations to the President and Vice President.

Major Duties & Responsibilities

  • Collaborates with the Executive Director and Department heads in order to meet and maintain the company’s mission, vision, and strategic plans related to staffing, recruiting, and retention.
  • Oversees the functions of the Human Resources/Payroll Department and takes ownership of its development and initiatives and ensures biweekly Payroll is processed for all staff.
  • Develops consistent, clear, and cohesive HR policies, processes, and procedures.
  • Monitors and ensures the company’s compliance with federal, state, and local employment laws and regulations. Reviews and modifies company policies and procedures utilizing best practices to maintain compliance.
  • Maintains up-to-date knowledge of trends, best practices, regulatory changes, and new technologies in Human Resources. Utilizes this knowledge to implement improvements and efficiency tools for the Human Resources/Payroll department when necessary.
  • Develops and administers effective staffing, recruitment employee relations programs, job descriptions, and performance appraisal tools for all new and existing employees.
  • Oversees the processing of all new employee applications, personnel attendance, personnel record tracking, and bi-weekly reporting of new hires and terminations.
  • Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support PBS Services Human Resources compliance and strategy needs. Provides guidance, coaching, and training to supervisors to ensure appropriate responses to employee relations and performance management concerns.
  • Responsible for implementing and overseeing Security, Criminal Background, and Fingerprinting programs.
  • Oversees the filing of incident reports, accident reports, and legal correspondence. Partners with appropriate internal personnel and external authorities as required by law and Agency policies.
  • Maintains and updates the employee handbook.
  • Oversees benefit and salary programs to ensure the Agency’s workplace competitiveness.
  • Represents the company in legal actions, worker’s compensation, and unemployment hearings. Coordinates grievance panels, hearings, investigations, and results. Handles workers’ compensation and disability claims.

Additional Duties

  • Completes special projects as assigned by upper management.
  • Proposes publishes and administers personnel policies.
  • Liaison with Centers and witnesses regarding legal matters.
  • Provides public information, as agency permits, such as verifying employment.

Essential Skills, Abilities, and Experience:

  • Experiential knowledge of the principles and practices of Human Resources administration.
  • Understanding of organizational management and supervision of personnel.
  • Ability to develop long-term plans and programs.
  • Ability to conceptualize, apply and adapt Human Resources practices and techniques to an ever-changing workforce.
  • Ability to establish and maintain effective relationships with management staff and employees,
  • Ability to present facts and recommendations effectively in oral and written form.
  • Capable of developing a professional administered Human Resources Department.
  • Ensure the participation, progress, and performance of all assigned staff.

Qualifications:

  • Bachelor’s degree in Human
  • MUST BE BILINGUAL IN ENGLISH AND SPANISH
  • Resources, Business Administration, or related field required; Master’s degree preferred.
  • 5+ years of HR Generalist experience with increasing responsibilities.
  • At least five years of Human Resources management experience is required.
  • Experiential knowledge of both Union and Non-Union employees.
