General Summary:

The National Park Service (NPS), Philadelphia Service Center (PSC), requires services for an on-site Contract Specialist to perform acquisition functions for design and construction projects located at NPS sites nationwide managed by the PSC. The successful candidate will be required to independently solicit, award, administer and closeout a variety of procurement actions for construction, architect-engineer services, other services, and supplies. All procurement actions will be reviewed and approved by a government Contracting Officer with the appropriate warrant level.


Essential Duties, Responsibilities, and Requirements:


  • Performs duties to support acquisition planning and market research.
  • Determines the most appropriate contract type, selects the socioeconomic set-aside that supports accomplishment of the office's socioeconomic goals, and develops specialized terms and conditions. Conducts market research as required and advertises procurements and contract awards in FedBizOpps.
  • Prepares and issues solicitations and Requests for Proposals/Quotes and amendments and associated documents such as justifications and approvals and determination and findings; receives proposals/quotes and records them, and reviews offers.
  • May perform cost and/or price analyses; prepare for and participate in negotiations; and document fair and reasonable pricing. Negotiate sole source requirements. Obtain and use certified and other than certified cost and pricing data.
  • Coordinate technical evaluation panels and source selection activities for Best Value selection process. Assist the Contracting Officer as Source Selection Authority.
  • Maintains official contract file and prepares routine letters, memoranda, and other documents associated with contract administration and prepares distribution of files.
  • Primary POC with government for reporting project/contract/task order status/administration
  • Processes contract actions and modifications, including obtaining and evaluating contractor proposals, participating in and documenting negotiations, preparing and inputting modifications, and generating all associated documents for signature by the government Contracting Officer.
  • Processes contractor invoices and resolves payment problems. Maintains payment records and obtains additional funds as required. Reviews contractor payrolls for compliance with DOL wage determinations and conducts labor interviews.
  • Provides other day to day contract administration duties as assigned by the Contracting Officer. Performs closeout actions and prepares official files for staging.

Minimum Education, Experience and Requirements:

  • Minimum 24 Business credit hours, Bachelor's Degree preferred
  • 2 years construction contracting experience preferred
  • 2 years architect-engineer services contracting experience preferred
  • Minimum Experience: 8 years Federal Government Contracting experience
  • Must be US Citizen
