What we want
The Civil Rights Investigator is responsible for conducting thorough, unbiased, and prompt investigations of allegations of discrimination or harassment in accordance with University policies, Title IX, the Americans with Disabilities Act, Titles VI and VII of the Civil Rights Act of 1964, and Texas state law. Investigations may involve allegations by or against faculty, staff, or students based on a protected class. The Civil Rights Investigator ensures that the University response to civil rights allegations is timely, thorough, and appropriate.

Qualifications
Required Education and Experience:
  • Bachelor’s degree or equivalent combination of education and experience.
  • Five years of administrative and/or investigation experience, which may include law enforcement investigations or discrimination investigations.
Required Knowledge, Skills, and Abilities:
  • Ability to establish rapport and communicate with students, faculty, and staff from various cultural, social, educational and economic backgrounds.
  • Exceptional interpersonal skills and the ability to work collaboratively and interact effectively with a wide array of faculty, staff, students, community members, and other third parties.
  • Skilled in communicating with tact, diplomacy, discretion, and professionalism.
  • Skilled is organizing, prioritizing, and managing multiple tasks and records in a high volume, fast-paced environment with attention to detail, flexibility and appropriate discretion.
  • Ability to objectively gather and record relevant information into a well-organized file.
  • Knowledge of relevant state and federal civil rights laws.
  • Ability to adapt to constantly changing legal landscape.
  • Ability to maintain confidentiality with private or sensitive information.
  • Proficiency in Microsoft applications with an emphasis on Word, excel, Outlook, and PowerPoint. Knowledge of best practices in higher education compliance with respect to effectively addressing discrimination, harassment, and retaliation.
  • Ability to act independently, take initiative, and exercise sound judgment.
Responsibilities
Hearing Administration and Investigations - Identifies potential violations of University policy and/or state and federal civil rights laws. Drafts charge letters, collects relevant evidence, and represents the university at hearings. Conducts thorough, unbiased, and prompt investigations of allegations of discrimination or harassment in accordance with University policies, Title IX, the Americans with Disabilities Act, Titles VI and VII of the Civil Rights Act of 1964, and Texas state law. Interviews parties and witnesses using a trauma-informed approach to sensitive topics. Collects digital and paper evidence. Maintains accurate records of steps taken in the investigation. Distills voluminous information into a well-organized, written report that objectively represents all evidence related to the allegations. Conducts credibility analyses and draws conclusions. Must be able to defend the Investigator’s conclusions at University hearings and in a court of law. Collaborates with other campus partners. Maintains confidentiality to the extent allowed by federal regulations, state laws and university policies.
Content Knowledge and Training Coordination - Maintains knowledge civil rights policies and laws. Allows the law to guide and shape the investigation. Represents the department at special events, community functions, and University trainings.
