Tazewell County, Illinois is seeking an experienced, highly motivated and collaborative individual to serve as the Chief Clerk / Board Secretary.

Job Details:
  • Appointed and under the direct supervision of the County Board Chairman, County Administrator as well as the County Board Members, this position ensures the decision makers have the necessary information and documents to make policy decisions for the County.
  • This position also performs secretarial duties for the County Board in addition to billing, record keepings, database entry, filing, and payroll.
  • This is a full-time non-exempt position with an hourly range of $21.91 to $27.39.
Responsibilities:
  • Draft resolution with little to no direction.
  • Agenda preparation which includes providing follow-up and reminders on needed agenda items.
  • Transcribing of meeting minutes in a timely manner.
  • Prepares reports and correspondence for the County Administrator.
  • Organize and schedule meetings and training sessions as requested by the County Board Chairman, Committee Chairmen, and the County Administrator.
  • Complete the monthly calendar of meetings.
  • Solicit and organize information from Elected Officials and Department Heads related to County projects.
  • Voucher preparation for several departments including Administration, Maintenance, EMA, and Risk Management.
  • Serve as the receptionist for the County Board office.
  • Answers general inquiries and refers to the appropriate department or person.
  • Knowledge of the priorities of the County Board and the committee meetings.
  • Orders supplies and equipment for the County Board Office.
  • Voucher authorization up to $1,000.
  • Disseminate information to address issues affecting County employees.
  • Communicate information to the County Board as well as the Elected and Appointed Officials on behalf of the County Boards Chairman and County Administrator.
  • Perform in-depth research on issues confronting the County Board Office & Administrators and communicate findings.
  • Manage County parking lots which include parking spot assignment, communicating and coordinating the towing of unwanted cars with the Sheriff’s Office as well as communication with affected employees.
  • Act as an editor for the County Board Office, Human Resources, Maintenance, and other departments when requested.
  • Maintain confidentiality due to the sensitive and confidential issues handled by the County Board and County Administration.
  • Oversee the WeCare, Inc. grant paperwork and prepare vouchers to ensure grant funds are distributed to WeCare, Inc.
  • Prepare grant letters for the budget and establish controls to ensure grant requests are received and funds are distributed.
  • Understand and ensure Open Meetings Act requirements are followed.
  • Preparation of County Board Members salary, per diem and mileage per IRS regulations and report this information to the Finance Department monthly.
  • Payroll entry for County Administration employees. This includes tracking use of benefit time for the FLSA exempt employees during pay periods.
  • Website updates for Committee agendas, Committee minutes, Committee attendance, approved calendar of meetings, and County Board Member information.
  • Perform other assigned tasks as required.
Minimum Qualifications:
  • An Associate’s Degree in Administration or equivalent with seven (7) years of related experience in local government and/or training; or equivalent combination of education and experience in office/clerical duties
  • Ability to work in a stressful environment, diffuses stressful situations, and manages multiple tasks simultaneously
  • Must have proficiency in use of database technology and use of networked computer systems.
  • Must have excellent organization and record keeping skills
  • Must have basic problem-solving skills and be able to handle multiple tasks with interruptions
  • Ability to work with little supervision and maintain confidentiality.
