JOB DESCRIPTION

DISTINGUISHING FEATURES OF THE CLASS

The work involves responsibility for supervision of professional, technical and clerical staff involved in the management of a comprehensive risk management program, including workers’ compensation, employee benefits, safety and retirement planning. Responsibilities include planning, budgeting, organizing, evaluating and implementing risk of loss coverage programs (including self insurance programs) to protect properties, physical assets, and human resources from loss. General supervision is received from an administrative superior. Does related work as required.

TYPICAL WORK ACTIVITIES

Exercises supervision over subordinate staff engaged in professional, technical, and clerical activities in support of a comprehensive, municipal risk management program including property, liability, workers’ compensation, safety and unemployment, health, dental, vision, leaves of absence, and retirement planning.

Ensures the accurate interpretation and implementation of laws, rules and regulations for application to and enrollment in benefit programs such as New York State Local Retirement System (NYSLRS), Employee Retirement Income Security Act (ERISA), COBRA rules and regulations and the Affordable Care Act (ACA).

Performs administrative budgeting, planning, organizing, actuating and evaluation risk of loss coverage programs (including self-insured programs) to protect properties, physical assets, and human resources from loss.

Oversees the coordination of benefit programs and provides payroll support for benefits including health, dental, vision, tuition reimbursement, 403(b) and 457 program, retirement contributions, annual leave balances, credit union deductions, flexible spending, et al..

Acts as department liaison with local and state agencies, as well as with third party benefit administrators and consultant groups.

Directs preparation and distribution of written and verbal information to inform employees of benefits, compensation and policies.

Prepares and provides updates for supervisors and employees on local contract amendments, as well as state or federal changes that impact benefits.

Identifies and implements enhanced benefits technology solutions.

Establishes and conducts employee orientation and annual enrollment periods.

Coordinates the Central Office Health and Safety Committee and participates in District-wide Health and Safety Committee.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of principles and practices of administrative supervision.

Thorough knowledge of local, state and federal laws pertaining to risk management, collective bargaining unit contract rights, NYS Retirement System benefits, COBRA rules and regulations, occupational health and safety, workers compensation and employee benefits.

Thorough knowledge of the Affordable Care Act provisions, regulations, monitoring and reporting requirements.

Ability to direct the activities of a subordinate staff, including planning, supervision and evaluation.

Ability to read, understand, interpret, and apply technical, legal, and financial data.

Good knowledge of general computer technology and information systems.

Ability to communicate orally and in writing.

Ability to make decisions relative to costs and benefits.

Reports to: Director of Employee Services

EXPERIENCE AND QUALIFICATIONS

Candidates must possess a degree in Human Resource, Business Management, or a closely related field and have professional level work experience in the field of human resources.

Some prior supervisory experience is required.

Preferred candidates will possess New York State School District Leader certification.

STARTING SALARY:

The current starting salary for this position is commensurate with experience and qualifications.

Job Type: Full-time

Pay: $125,000.00 - $130,000.00 per year
