Summary: Responsible for managing projects and overseeing deliverables for assigned portion of the department portfolio. Provides technical assistance and capacity building to State and Territorial Health Officials (S/THOs) and State and Territorial Health Agencies (S/THAs) to help build their understanding of public health’s role in the broader healthcare sector and to leverage S/THAs areas of authority, influence, and expertise to impact the healthcare delivery system and improve access to care. Specific areas of focus include state and federal Medicaid policy, population health, and public health partnerships with the healthcare sector.

Location: Remote

Anticipated salary: $80,000 Extended experience: up to $95,000 if experience exceeds expectations

Principal Functions:

  • Primary lead on projects that include responsibilities such as coordinating relevant project activities, collaborating with staff across the organization, managing contracts, conducting research, conducting focus groups, creating surveys, and developing blogs, reports, webinars, and other communication products. Leads the development of project timelines and oversees regular project tracking including the management of project tracking systems (Monday.com) and managing contractor progress and reporting.

  • Leads the development of timely and responsive technical assistance to state/territorial health agencies (S/THAs) and ASTHO’s programmatic teams related to Medicaid. Technical assistance includes a focus on educating state public health staff on how state Medicaid levers (such as Medicaid state plans, waivers, and managed care contracts) are structured and can be used to drive innovation in population health.

  • Leads the development of ASTHO’s internal public health and Medicaid alignment strategy. Collaborates with the team Director and Senior Director to develop overall strategy to advance public health and Medicaid alignment.

  • Acts as primary liaison with programmatic teams at ASTHO on Medicaid-related issues. Maintains relationships and facilitates regular meetings with staff across ASTHO, including executive leadership and programmatic staff, to maintain awareness of Medicaid project work, priority issues being tracked, and opportunities to support other teams. Attends cross-cutting ASTHO meetings including those for the Population Health and Informatics Policy Committee, insular areas group, health equity work group, workforce synergy group, etc.

  • Assists the team Director with the development of federal and foundation-funded grant applications and progress reporting. This includes supporting the development of scopes of work, budgets, staffing plans, contracts, and conceptualizing project deliverables.

  • Explains and presents complex issues facing S/THAs related to Medicaid and healthcare access in a concise manner to internal and external stakeholders.

  • Tracks federal and state legislative and regulatory issues related to Medicaid and healthcare access.

  • Builds and maintains strong working relationships with national partners and affiliated organizations to ensure coordination on Medicaid-related initiatives.

Qualifications:

  • Master’s degree in public health, public policy, health administration, or related field preferred

  • 4 years related experience.

  • Strong foundational knowledge of Medicaid. Specifically, knowledge in one or more of the following areas:

  • Medicaid Data: Including an understanding of how data is collected, managed, shared, and analyzed within state Medicaid programs.

  • Medicaid Managed Care and Value Based Payment: Including an understanding of how managed care is structured, the managed care contracting process, and how it can be leveraged to drive innovation. Familiarity with value-based payment and Medicaid quality strategies.

  • State Medicaid Program Policies and Operations: Including familiarity with how state Medicaid programs are operated and an ability to provide “Medicaid 101” level trainings to a non-Medicaid audience.

  • Experience working at state Medicaid agency or state public health agency preferred.

  • Experience managing projects preferred.

  • Excellent written and oral communication skills. Ability to efficiently produce high-quality written products independently.

  • Ability to work independently both as a self-starter and in a team environment, manage multiple projects, and complete assigned tasks in a timely manner.

  • Ability to track and analyze related project issues and legislation at federal and state levels.

  • Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs.

  • Ability to travel.
