This position, which will serve as the on-site lead for the Assessment and Authorization (A&A) team, is located at the U.S. Army’s Aberdeen Proving Ground in Maryland.


What will you be doing?


This position will be a key member of the A&A team to provide oversight, guidance, and hands-on implementation / validation functions to support successful RMF authorization efforts defined by the IC, DoD, Army and/or Joint and coalition commands for current and future network enclaves. This person will be a contributing member of the A&A team as well as perform in a supervisory capacity.

Duties include:

  • Provide A&A oversight and guidance of RMF requirements and supporting BOE to PM and vendors for Cloud, Cross Domain Solutions, Stand Alone IS and Closed Restricted Networks (CRN), application/software development on enterprise and tactical network enclaves.
  • Coordinate with Government personnel to provide support and execution activities for the RMF process cycles.
  • Provide cybersecurity support services and solutions necessary to analyze, assess, evaluate, integrate, improve, implement, document, test, sustain, and monitor the PM IS&A / DCGS-A cybersecurity posture and compliance required to meet authorization requirements and network enclaves.
  • Assist with the development and/or review of RMF Body of Evidence (BoE) artifacts to support A&A efforts using eMASS, XACTA, or other A&A repositories.
  • Prepare and maintain the risks, mitigations, and plan resolutions.
  • Provide cybersecurity support throughout the system development life cycle.
  • Responsible for the team tasking, deliverables, and managing project artifacts.

What skills will the ideal candidate have to be successful?


This position will require the following skillsets and experience:

  • Master's Degree plus 10 or more years directly related experience; OR Bachelor's Degree plus 15 or more years of directly related experience.
  • Relevant experience must be in computer or information systems design/development and with information assurance and accreditation processes (e.g., System Security Plans, Risk Assessment Reports, Assessment and Authorization Packages, and System Requirements Traceability Matrices).
  • Active TS/SCI (SI/TK) w/CI poly minimum.
  • Any of the following certifications to meet IAT Level III requirements: CASP+ CE, CCNP Security, CISA, CISSP (or Associate), GCED, GCIH, or CCSP
  • Direct experience with providing expert support, analysis and research in Intelligence Community (IC) and DoD Risk Management Framework (RMF) requirements and processes to support the IC, DoD and Army RMF assessment and authorization processes. Includes experience as a technical SME, Information System Security Officer (ISSO) or Information Security System Engineer (ISSE) on Army Program Of Record (POR)/Quick Reaction Capability (QRC) products. ISs includes Cross Domain Solution Suites (CDSS), Tactical, Cloud, On-Prem, etc., within the program’s portfolio.
  • Direct experience with implementation of DOD-I-8500, DOD-I-8510, ICD 503, NIST 800-53, CNSSI 1253, Army AR 25-2, and RMF security control requirements and able to provide technical direction, interpretation and alternatives for security control compliance.
  • Direct experience with latest IC and Army RMF requirement and processes.
  • Direct experience with eMASS, XACTA, or other A&A repositories and able to support the program with the ISSO / ISSE functions.
  • Full understanding of DISA Port Protocol, and Services Management (PPSM) requirement and able to obtain PPSM account for management of PPSM for supporting systems.
  • Knowledge of CDS policies, rule sets, filters and data flow development.
  • Must be willing to travel, as needed, 25% or more.
