Work is performed under general supervision of the Applications Manager requiring independent judgment and initiative in planning work details, making technical decisions, handling administrative matters, and coordinating special projects, and is reviewed based on conferences, reports, and observation and evaluation of results achieved. An Applications Analyst in this job title is responsible for technical support involving software implementation and maintenance on various platforms, application program planning, organizing, report writing, data engineering, cyber security and maintenance of business applications including technical support to internal City department staff. The applicant may be expected to serve as lead analyst/project manager for specific third-party application software systems. An employee in this classification provides training, consultation, assistance and technical support to all City and other municipality users.

This position requires unrestricted access to one or more of the following: The city's police department, the city's Emergency Operations Center housed within the city's police department, secure/confidential law enforcement information. Candidates selected for this position must submit to an extended background investigation that includes a federal criminal history check via electronic fingerprinting.

Examples of Duties

  • Performs the overall Implementation, management, securing, updating, documenting, and support of applications and integrations.
  • Supports existing software for the City employees on a daily basis; Analyzing and troubleshooting, problem solving, providing creative solutions, vendor coordination.
  • Works closely with vendors to maintain application operations and implementation of any upgrades.
  • Facilitates the integration of software programs, applications, and third-party solutions as required to meet the business requirements of the organization.
  • Analyzes data on disparate systems. Writes and tests scripts for data transformation, performing quality control.
  • Reviews the use of existing applications and implements improvements based on business needs.
  • Coordinates hardware, software installation and support.
  • Provides/facilitates training of existing and future applications.
  • Maintains database servers and its connectivity to applications.
  • Analyzes application data and develops any required reports for the support of any city business needs or for diagnostic purposes.
  • Maintains application documentation to keep up with changing functionality, usage and support; Creates new documentation in accordance with agency needs.
  • Maintains a high standard of cyber security, including the patching of operating systems, applications, or firmware. Focuses on mitigating any risk to city security.
  • Schedules and run regular tests to enhance the current systems and applications.
  • Establishes and clearly communicates to ensure completion of required projects and other departmental activities in a timely manner.
  • Analyzes available methods of obtaining, integrating, and presenting information as well as reviews and evaluates alternate sources of information.
  • Assists in the development of project objectives and system requirements for all information system activities.
  • Takes advantage of educational opportunities to keep job knowledge updated.
  • Identifies and maintains an accurate and current inventory of all software and licenses.
  • Enforces city data standards including all FDLE security requirements.

Typical Qualifications

  • Bachelor's Degree in Information Systems or related degree.
    • A comparable amount of training and experience may be substituted for the minimum qualifications.
  • At least five (5) years of experience in enterprise level application administration, customer support, problem analyzing and troubleshooting.
  • SQL experience, including query scripting, programming, application support/deployment.
  • Management of an ERP software solution EX: Tyler Munis (finance, human resources, planning, production, inventory, procurement)
  • Public Safety application software solutions EX: Central Square Onesolution
