The City of Saint Charles Community Development Department is currently recruiting for the position of Administrative Associate V-CDBG. The purpose of this position is to perform, administrative support, and office tasks, under the direction of the CDBG Administrator.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Assists CDBG Administrator with administrative support functions.
- Assists with the establishment of data files. Performs data entry into Neighborly Software for HUD programs tracking, New World, Citizen Serve and makes entries into Excel spreadsheets.
- Types, files, photocopies, emails and distributes a variety of documents, letters, notices, forms, reports, etc.,
- Must be detailed oriented to track client cases, and retrieve various information from the central files and other locations.
- Maintains confidentiality at all times.
- Manages the Home Improvement Program and works closely with the CDBG Code Enforcement Officer, County Inspectors, and Housing Counseling Agencies.
- Coordinates inspection functions with other City and County Departments.
- Performs inspections for the Home Improvement Program.
- Works closely with homeowners and contractors that are participating in the program.
- Photograph application sites, compiles data for staff reports, and year end statistics.
- Assist with the preparation of Homebuyer Education Seminars, Fair Housing Education Programs, and Citizen Participation Hearings, and may be required to attend these events.
- Assist with HUD monitoring and must follow Federal Regulations and HUD requirements to maintain CDBG regulatory compliance.
- Provide public service referrals.
Minimum Training and Experience Required to Perform Essential Job Functions
- High school diploma or equivalent.
- Vocational/technical training in computer/automated office skills.
- One - two years experience with, database and spreadsheet applications, and knowledge of various computer file formats, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
- A combination of education and experience that provides the equivalent knowledge, skills, and abilities to complete the essential duties and responsibilities noted above.
- A valid driver's license is required.
- Hands-on experience in the administration of CDBG programs strongly desired.
